Pheni and khajla appear in every bakery and sweet shop in Pakistan only in Ramadan, stacked in towers on the counter. Pheni is a nest of very fine fried vermicelli and khajla is a flaky fried pastry; both are bought ready-made and eaten at sehri soaked in hot sweetened milk. Done well, the pheni softens into silky strands but still has a little bite, and the milk tastes of cardamom rather than just sugar.
Ingredients
For 4 servings
Method
Bring the milk to the boil with the cardamom in a heavy pan, then lower the heat and simmer, stirring often, until it thickens slightly and reduces by about a fifth.
⏱ 10 min
Stir in the sugar until it dissolves. Taste: pheni is often sweet on its own, so keep the milk only lightly sweet.
Crumble one pheni nest into each serving bowl with your fingers, breaking it into loose strands.
Pour the hot milk over the pheni, add the kewra if using, and leave for 2 minutes so the strands soften but keep a slight bite.
⏱ 2 min
Scatter the almonds and pistachios on top and serve with a khajla on the side to break and dip into the milk.
Tips for the best result
- If you prefer pheni softer and creamier, add it to the pan and simmer in the milk for 2 minutes instead of pouring the milk over.
- Some people like pheni with cold milk in summer sehris; it stays crunchier and is very refreshing.
Common mistakes
- Soaking the pheni too long. After about 5 minutes it turns to a mushy paste; pour the milk just before eating.
- Oversweetening the milk. Shop pheni and khajla are often coated in sugar, and the bowl ends up too sweet for sehri.
How to serve
Serve hot at sehri, alongside a paratha or khagina if you want something savoury too.
Storing and reheating
Pheni in milk does not keep; make it fresh. Dry pheni and khajla keep 2 to 3 weeks in an airtight tin, and the simmered milk keeps 2 days in the fridge.

Khajla Pheni: questions people ask
What is the difference between pheni and sewaiyan?
Both are made from flour strands, but pheni is much finer, fried into a nest and eaten soaked in milk. Sewaiyan are thicker strands roasted and cooked in milk or syrup.
Why do people eat pheni at sehri?
It is quick, needs no cooking beyond warming milk, and milk with a little sugar and fat is easy to eat half asleep and keeps you going in the morning. It is also simply a Ramadan tradition.
