Mantu came to Peshawar and Quetta with Afghan cooks and is now sold from steaming towers in Peshawar's Board Bazaar and Karkhano. Thin squares of dough are wrapped around raw beef mince and lots of onion, then steamed so the meat cooks in its own juices inside. The finish is what makes it: cold garlic yogurt, a hot tomato sauce with split chickpeas, and a shower of dried mint.
Ingredients
For 4 servings
Dough
Filling
Tomato and daal sauce
Garlic yogurt and topping
Method
Mix the maida and salt, add water gradually and knead into a firm, smooth dough. Cover and rest.
⏱ 30 min
Meanwhile, make the sauce: boil the soaked chana daal in water until just soft, about 20 minutes, and drain. Heat the oil, fry the garlic for a few seconds, add the tomatoes, chilli and salt and cook until thick. Add the daal and 1.5 cups water and simmer until saucy.
⏱ 35 min
Squeeze the chopped onion in a cloth to remove its water, then mix it with the raw mince, salt, black pepper, coriander and green chilli. Do not cook the filling.
Roll the dough very thin on a floured surface, almost see-through, and cut into 3-inch squares.
Put a heaped teaspoon of filling in the middle of each square. Bring two opposite corners up and pinch them together, then pinch the other two corners to the sides to make a little parcel. Seal the edges well.
Oil the steamer trays and arrange the mantu with a little space between them. Steam over rapidly boiling water until the dough is translucent and the filling is cooked through.
⏱ 30 min
While they steam, mix the yogurt with the grated garlic and salt.
Spread half the garlic yogurt on a platter, arrange the hot mantu on top, spoon over the remaining yogurt and the hot daal sauce, and finish with mint and a pinch of red chilli.
Tips for the best result
- Ready-made wonton or thin samosa sheets save most of the work. Steam them for about 25 minutes.
- Squeezing the onion matters: wet onion makes the filling leak and the dough tear.
- Some families top mantu with a spiced minced-meat sauce instead of the daal sauce. Both are traditional.
Common mistakes
- Rolling the dough thick. Mantu should be delicate; thick dough stays doughy and heavy after steaming.
- Pre-cooking the filling. Raw mince steams into a juicy filling; cooked mince turns dry and crumbly inside.
How to serve
Serve straight away while hot, as a main with naan or on their own as a dawat starter.
Storing and reheating
Freeze uncooked mantu on a tray, then bag them; they keep 2 months and can be steamed from frozen for 40 minutes. Cooked mantu keep 1 day in the fridge.

Mantu (Steamed Meat Dumplings): questions people ask
Can I make mantu without a steamer?
Yes. Put an oiled steel colander or sieve over a pot of boiling water, with the lid on top. Make sure the water does not touch the mantu.

Both are steamed dumplings, but mantu are Afghan, filled with beef or lamb and onion, and served under garlic yogurt and a tomato sauce. Momos come from the Himalayas and are eaten with chilli chutney.
